"The purpose of the District is to provide for the adoption of sound
water quality, proper land use, and soil conservation practices on
all lands in the District, to assist with the development of a
prosperous agricultural economy, and to foster other community
development for the general welfare and security of the people of
the District.

5:00 p.m. in the Conference Room of the Federal Building.
